Mechanical (HVAC) permits use one of two pricing models. Tonnage-based (preferred): $75 base + $25 per ton of cooling capacity. Valuation-based (fallback when tonnage unknown): 0.3% of project valuation. Both adjust regionally via the BidFlow City Cost Index.
